tree trimming

i live in walsall, west mids. i have been at my current address for 11 years, on the pavement at the front of the house is a maple tree, which i have no problem with, i have approached the council about having the tree trimmed over the last five years as it is growing over the overhead telephone lines, which in windy weather could bring down the lines,they said it was down for work on it in 2006,but nothing has ever been done. the trees in the next road are trimmed every two years, could you tell me if there is a guideline on how often trees should be maintained.
