Yes the tree is quite close to the house but as you say, the roots should not be a problem if the house has just been built. Hopefully no roots were damaged during the build. Willows will respond well to heavy pruning. Unlike many trees they can be heavily pollarded and will readily resprout. The tree may look ugly for a short while though. Perhaps an overall reduction and shape of about 1/3rd would be ideal.
