Lime Trees

My young lime tree was doing fine until 2 consecutive hurricances 2 years in a row, stunted it's growth and robbed it of it's leaves. This past summer the main tree stump has died, but it has tons of thorny shoots weaving up as high as 5 feet. They are just all windy thorny shoots and no leaves or branches. Can my tree be salvaged and how should I prune this? Thank you
