Bamboo dieback

We live in Pitlochry, Perthshire Scotland UK. We have in our garden two large Bamboo bushes approx. 8 feet in diameter and 10 feet tall which are believed to have been planted over 100 years ago. In the past, new shoots have spread from the bases which we have cut back or in one case we have dug in a barrier to limit the spread. This year both bushes flowered and are showing signs of severe dieback. Questions:-
1. Will they recover or come again from the bottom ?
2. If so, should we cut them back to ground level ( a big job !).
3. Is there anything else we can do to save them ?
4. If not, can the ground be reutilised ?
