Liquid Amber Tree Trimming time of year (Southern California)

We have a Liquid Amber Tree that needs to be trimmed back. We live in Southern California, CA. (Redondo Beach). It is March 8, 2007 and the tree is already beginning to produce "blooms" (i.e., new leaves will begin after this process. Is this the appropriate time to trim back this tree?
