Olive tree pollination

We have a young Oleo Europea ( 3 to 4 years old) and it flowers well and a fair proportion seem to set but non grow any larger than a small bead, say 2 - 4 mm.

It is in a sunny position and we live near Selby in North Yorkshire.

Can you advise on why the olives aren't growing larger and what we can do to rectify the situation?
