Weeping Cherry Tree

I have a 3 year old weeping cherry tree. I believe it has been graphed because the trunk is about 5 inches in diameter. I have been having a couple of problems with it. It seems that there is some growth that looks normal but then there are branches that grow upright and don't weep. This year I didn't get one bloom in the summer and half of the tree didn't grow leaves. It looks like the tree is split where the original graph was done. Now half of the tree is dead and the rest doesn't look happy either.

If I cut off all of the dead branches I will only have half a tree left. What should I do? Also, should I cover up the split in the tree so bugs don't get in?
