magnolia tree care

I have two questions regarding Magnolia tree care:
1) What do you do when another shoot starts growing out of the trunk of a healthy Magnolia tree? Should you prune it or let it grow? I have let one grow for about 6 months and it is doing great, so is the tree, but my fear is that more tree nutrients and energy is directed toward the new growth instead of blossoming the orginal tree?
2) I have another tree, not doing so well. Looks to be younger. It has lost all leaves and might be dead or dormant. What should I look for to indicate whether it is still alive, and if it is how can I help it?
