Pruning of Weeping Japanese Cherry Tree

Dear Arborist:
I live in a townhouse in central N.J. With our homeowner's association approval, my husband and I planted a weeping Japanese Cherry tree in our front yard. It was approx 8 years old when we planted it, so it is now 15 years old. It is still relatively small but showing signs of growth spurts, including some branches draping almost to the ground. Yesterday, our gardeners pruned back all the draping branches to a short ornamental look. I would like to know if this is detrimental to the tree. My husband and I would prefer the tree to be left in its natural state.
