Dripping sap from acorns from oak tree

Sticky sap is dripping from an oak tree. It appears that the acorns are cracking and the liquid is dripping from the acorns. The sap leaves a sticky residue on the driveway and any thing parked there.
The tree is in the neighbor's yard. What can be done to prevent or solve the problem besides cutting back the branches. Does it need water? It is in California where it does not raining during the summer.
