Let me offer an improvement on your statute:

<b>If any part of an owner's property consisting of landscapes, trees or shrubs, that overhang, emit pollen or aromas, or are observable from a neighbor's property, and that neighbour wishes such overhang, allergen, olfactory or visual intrusion into his property or view to be removed, then the landscapes, trees or shrubs' owner must at his own expense have the overhang or intrusion removed within 21 days. If the defendant owner fails to do so, the local authority will carry out such works, including but not limited to, removal, pruning, or covering the land with asphalt, and invoice the owner accordingly. </b>
