Far fewer LPA?s are using the term "lop and top" on
their application forms. TPO forms have a tendency to
incorporate the wording "Tree Surgery Application" and
CA forms run with "Conservation Area Tree Work,"
although many LPA?s have different approaches. Some
LPA?s ask for two copies, some three and some four
(inclusive of site plans). It?s no great stress to
knock them up in five minutes and not even worth
charging the client for. You mention that your LPA
places hurdles in your way, may it also be the case
that your placing a few in front of yourself? TPO and
CA application may be a pain, but necessary. It?s all
part of the job!
