It's where trees sit patiently while Railtrack clear people off the lines.

Sorry, couldn't help myself.

It is a green waste recycling facility. Economic viability is a problem
where markets for product are reluctant to develop because users resist
change preferring familiar sources. A cultural change is required but this
inevitably needs to grind slowly in order to be sustainable, (fads and
trends come and go quickly). Meanwhile, generally contractors of conscience
must pay a heavy price to tip until the market catches up.
My interpretation anyway, you may have another.
