I suspect that this must get EA support then be at County level to be in any
way effective with our County Environmentalists building this into their
waste management programs, funded from Landfill Tax. 
The best way to achieve this might possibly be to offer a countywide
strategy or modus operandi that has at least the backing of our Governing
bodies for a unified approach.
In this way a cross boundary rolling budget could be available.
This is perhaps simplistic, but I'm sure it could be easily complicated
without much effort.
First stop is AA. ISA. RFS & others. It's gonna take time, and it needs a
champion Ken.

Very Good point with the landfill tax.

I have just been told of a local, non commercial environmentally
orientated 
outfit which has been pleased with the promise of a large dollop of dosh
for 
recycling style purposes even though they do not have a recycling problem 
themselves.  I must go talk to them.

On the subject of who to apply for , how and for what in respect of the 
landfill tax money ...does anyone know???
