Richard,

Our Risk Manager has tried to find out, but has ended up down a cul-de-sac.

He is of the opinion that it is possible that insurance has been refused,
with the way the insurance industry is moving at the moment, and that it is
not inconceivable that insurers are starting to apply exclusions if risk
management is not working.

Other thoughts are on self insured authorities. I know that LB Barnet is
self insured, and deals with tree root claims very effectively, with a pro
active inspection regime in place.

Does anyone know of a London local authority which has been refused
insurance cover on their own trees because they have no inspection regime
