Tree Root Taper

I would appreciate it if anyone could help with the following query.

This relates to a subsidence claim. A trial hole was dug between the tree
and the property and roots were found. The report then stated that 

"roots at more than 100 mm in diameter were measured in the hole and there
were still roots 4 mm in diameter at more than 2 meters deep when the hole
was stopped. I estimate that such roots would go at least another 0.5 m in
the soil. In my opinion roots of this size would have branches reaching for
at least 10 meters from the site of collection: they would therefore easily
be under all the building"

I am concerned that such a statement could be made. To quote Cutler &
Richardson "Diameter of roots. Returns soon indicated that roots do not
taper at an even rate, so that their thickness gives little indication of
the distance they might extend from the point of measurement. One of the
original objectives was to estimate root taper rate from this information,
and that had to be abandoned."

Does anyone know if more recent research has overturned this finding or has
my report been written by Dr X Ray Vision?
