I'm interested to know what you mean by "review". Does this include mapping
the TPOs? If so, what method/equipment did you employ to map them and
collect any other data?

I have found out some data from our TPO review programme. These figures are
about 4 years old now:
Example 1; 'area' TPO covering 28 properties took 4 days to review (30 hours
= 1hr per property). This included all the paperwork, file search, committee
time etc. At EDDC ALL the process except signing and sealing is done by the
Arb. Section.
Compare to example 2; 'area' TPO covering 500 properties. This took 8 months
(1295 hours) or 2.6 hrs per property. The increase in time is because of the
travelling and the volume of paperwork to prepare. Time on site is the same
as the first example, but I calculate that taking the whole process into
consideration time on site is only 10%.
I put in a budget bid for £18,000 for a temp. post dedicated to TPO review,
we paid £14,436 + on costs. The costs for the inhouse post worked out at
about £10 per hour! Beats consultants rates!
