Tony,

Surely all Council's out there have got nice shiney aims and 
objectives/mission statements nowadays that actually pronounce their 
intentions to work in partnership, act as facilitators and involve the local 
community in decision making etc.

I thought there was some new fangled political ideal of providing best value 
as well, which involved consultation or something?

On a serious note I know exactly where your coming from and have suffered 
from lack of interest in the doing side of things and non-attendance at 
talks/planting days etc. myself.

It brings to mind a fact that I have heard John Stokes from the Tree Council 
repeat on a couple of occasions - 5-10% of the tree warden poulation is dead 
at any one time!

Yes, but why?  I can think of 2 reasons against turning up, so far.

1/ I like the idea of Tree Wardens in principle, but I am dead against
people doing this sort of thing for nothing.  It should be a paid job. ie.
most Local Authorities need more Tree officers and/or Inspectors.

2/ We don't have Tree Wardens here (yet) but I know that I would not be able
to cope with the amount of extra work generated.  The more I am out looking
at trees, the more work I generate for our tree gang.  If we had a gang of
Tree Wardens doing the rounds as well, they would create an incredible
amount of inspections for myself, which I would not be able to do; and this
would create even more work for the tree gang.  They are just about managing
as it is, plus there would not be extra budgets for this extra work.

The possible upside of a Council committing themselves to having Tree
Wardens may be that they will have to commit extra money for looking after
trees, with extra money for paid staff and tree maintenance.

Points in Favour of Tree Wardens.

  -They may help in cutting down vandalism.
  -Monitoring of newly planted trees may be easier, including knock on
benefits like them checking tree ties, stakes etc.
  -They can look out for potential dangers.

Hang on, what am I saying, this type of work should be carried out by paid
staff.
