For once I have to totally agree with you Julian!
The ins and outs of what is said , and more importantly IMO, what is not
said in the Blue Book and Guide to the Hedgerow Regs is a degree course
in itself. You only have to check the postings here on points of
interpretation from folk who have been doing TO's jobs for years. I for
one learn something completely new about trees and the law on a regualar
basis. There are always weird situations arising.
AALGO will at least give beleaguered TO's a chance to get thouroughly up
to date on all aspects and give us the proffessional base we need. I'm
currently looking thru the prospectus. All I need to do now is persuade
my section head to part with the not-inconsiderable sums of dosh
required to make it happen. Wish me/us luck!

Just on the confirmation bit that Chris Hastie raised, Regulation 9 of
the
1969 regs (later superseded by the 1999 Regs.)states that:
The authority shall, as soon as practicable after reaching a decision
on
the
order,inform the owners and occupiers of the land to which the order
relates.................of their decision .........

Now I know this is going to sound deeply rude, but Richard's quote would
seem to be news to a frightening number of arb officers out there.

Mr Nicholson is a wise and learned gentleman as we know but in this case
he
is not exactly translating from an obscure bit of Cuneiform B scratched
into
a rock in a Babylonian ruin.

Knowing whether or not notification of confirmation is a necessary
component
of a valid TPO is not exactly rocket science.

This underlines what many have for long suspected: that HND, ND and BSc
Arb
training is not equivalent to Tree Officer School which, until recently,
didn't exist.

With AALGO, however, there is no longer any reason for a lack of
technical
competance. I very much hope that it won't be all that long before AALGO
becomes a job pre-requisite. This forum is a good source of technical
info,
but I do worry at some of the questions being asked by those already in
positions of considerable responsibility.

Perhaps the time has come to do something about filling those basic
knowledge gaps?
