Julian,

Many LA's have 'planners' that rely on 'technical advice' from arbs in
other sections such as parks. My authority is a case in point, it doesn't
work well and so we are changing the system. I believe the practice is
widespread but doubt if many of the authorities that operate like this will
be posting on the forum.

And again in Leeds, the responsibility for administering TPO's and Con Area
notifications rests with the Planning Department.  They don't use my
section for advice, nor would they, as I believe they employ qualified
arboriculturalists.
