Contact the National Urban Forestry Unit.  They had some performance indicators worked out for some of their new plantings in the Wolverhampton area.  This included, for instance, measuring the extension growth on new plantings to assess how well the trees were doing, and the contractors being held to task if the trees were 'under performing'.

I know Best Value is not the most popular aspect of the forum so I apologise
