Its been said before, not least by me, but its probably just as well I'm not a
tree officer. Still, that's what I'd do.

This line rather assumes Council ownership of the trees.
I recall a previous thread which suggested that adjoining land owners own
their frontage to the centre of the highway. I find this incredible but if it
can be argued in court someone will be wearing egg. The Highway Authority
adopts responsibility but may not be sole owner/occupier, or have I got the
wrong end of the stick and talking out of my donkey.
