I have a theory that the trees hold off offering their juicy bits to the
insect population for as long as possible in order that, at least some of
the said insect population starve and thus be less of a problem to the tree.

Mr Darwin would have us believe that the insects would simply adapt but that
is touching on theology and we were told no to go there.

Apart from providing a pretty unreliable guide to future precipitation for
old wives etc, what is it that makes an entire species come into leaf
earlier or later than another in any particular season?
