        There is always a Horse Chestnut in Clissold Park, Hackney, that comes into leaf about 2 weeks before the rest. In Newham there is a row of Horse Chestnuts bordering the South edge of Wanstead Flats, the same one always comes into leaf about 2 weeks before the rest.

I don't think there is a simple explaination to this. I once asked a well
known botanist why some exotic plants come into leaf earlier than is smart,
considering the late frosts we get, his reply "They bring a little bit of
home with them!". Anyhow, that still doesn't explain the horse chestnut on
the Bracknell to Maidenhead road near Holyport that is in full leaf by mid
March is was flowering at least two weeks ago.
