John,
With regards to the 'concept of amenity' you need to
get hold of a paper by Denzil Millichap called "Law,
Myth & Community: A Reinterpretation of Planning's
Justification and Rationale. Get in touch if you need
a copy.

Anyway - does anyone know how the concept of amenity
was developed? For
example who decided what attributes of a tree were
valuable or not and
should therefore score high or low marks on
evaluation forms? Has anyone
asked the public their viewpoint of why a tree
deserves higher value than
another? Have we based our opinion too much on the
professional's outlook
when it is people that have to live near trees or
are trees so important
that this objective evaluation is vital if trees are
to be retained?
I have undertaken quite a wide literature search and
have come up with no
answers and I am interested in what others may know.
NB. My question is not about the concept of using
amenity evaluation which
has been well covered elsewhere.
