Responses given so far seem to indicate that there is a definitive
consultation period - there is not. Neither the 8 weeks (TPO)nor the 6 weeks
(CA) are consultation periods - they are they timescales by when you should
have given your answer (by implication, the latest by which you should have
answered).

Of course the local residents should have a reasonable timescale in which
they can register their comments (indeed, so says the blue book)- but what
counts as reasonable? 1 week? 2? 4? 6?

As there is no requirement to publicise TPO or CA apps, one is really only
catering for those who trawl the various planning registers. As we know,
there are those who do this on a regular basis, and then there's everybody
else. So 2-3 weeks should count as reasonable and about 4 should be a
reasonable period in which to have a decision sent out. 

With CAs though, there should be no problem is issuing a "no objection"
letter within a few days in most cases - most CA notifications are of the
kind where you know with certainty that you will not make a TPO, regardless
of any potential comments - so why keep the applicant waiting?
