Jeremy If visible when 5m tall then it is potentially, periodically, a public amenity during parts of the coppice cycle Obviously the TPO will not prevent applications for continuing management and is, presumably, intended to prevent its removal. It may be worth the owner objecting on the grounds that it isn't a tree (if the TPO is recent).
