Have you spoken to the relevant TO about this one. Was the order supported by 
the TO or was it driven by an elected member?

From your description, the justification does appear to be somewhat 
questionable for this specimen to be considered worthy of the formal 
protection afforded by a TPO. As you infer, it appears to be of limited 
visual amenity value and has restricted long-term potential.

I agree with Edmund, it is very unlikely that I would support the formal 
protection of such a tree/bush.
