How about:

Refuse to deal with subsequent applications (after two refusals and within a
reasonable timescale). Write to the applicant advising this position and
stating that should an appeal be made on the grounds of non determination
the LPA will elect to have the matter dealt with by Informal Hearing or
Public Inquiry and will make an application for costs to recover reasonable
expenses.

Thanks to all who commented on involving the public in decision making. I
really am going to unsubscribe this afternoon.
