The response is the "If it is deemed acceptable" in the clause itself. If root growth is restricted in other directions then it is unlikely to be acceptable to reduce clearance on what might be the only the side where unrestricted root growth can take place. Also there's no point making the "corresponding increase" in fencing distance to protect ground with no roots growing in it, so the exercise becomes pointless.
