The decision notice should explain why the application was refused and
explain the applicant's right of appeal to the Sectretary of State - you
must right to the relevent office for the region within 28 days from the
date you received the decision.
Check out the decidion notice - ideally it should give you contact details

Hi folks,
Last week, I pruned a couple of trees (a sweet chestnut, and a sycamore).
The customer would have preferred to have them taken out altogether, but the
application was declined. The sycamore is a fairly typical sycamore, but
there's no particular reason to take it out so I understand that, but the
chestnut is dying back variously about itself, and has a large wound at the
base, healed, but showing clear evidence of rot within. Also, before
pruning, they were beginning to encroach on one another. I'd have thought it
would be perfectly reasonable to take it out, but as I said, the application
was declined, and no reason given. The tree seems stable enough, but if it
did fall, it could land on the local electricity sub station, the road, or
the garage.
Can anyone advise on the right of appeal against TPO decisions, or any other
helpful tips.
