It gets worse than that.

Anyone getting tender documents would be wise to check that they are going
to be considered for the work before spending time QS'ing a job for someone.
Many of the tender forms come from the estimating department and your quote
may never get to the site agent or anyone else capable of issuing the
contract.

Its understandable that you should be annoyed, and I freely admit that I
don't work saturdays. Also I understand that these things take time, time
that may not be remunerated. I understand that clients can be a rum lot,
and
may even waste your time solely in order to beat down the price of a
preferred party. And yet, and yet... For one thing most of the "details of
how the work will be done" should be cut and paste, for another I suspect
you should have recognised the likelihood you were in a competitive
situation and decided accordingly how much pressie shopping time you
wanted
to sacrifice.

Because putting in a price takes time if done properly. I spent half of a
Saturday preparing my price and details of how the work would be done.
It was all such a rush that I would not have done it if I knew there was
competition.  Also, some unscrupulous clients that don't really know how
the
work should be completed will use your quote to gain a price from someone
else.  Possibly.....
