And there will also need to be some form of internal review of working
procedures and networking of information, as S should have been aware, or
made aware, that the property was in fact vacant, the residents all having
relocated to Sandringham for the festivities.  Corgi leg anybody?  

The creation and maintenance of an effective communication system should
eliminate unnecessary calls and streamline the service.  

Time to call in the consultants.

Sorry to spoil the speculation, but this one is dead easy to solve. S would
have to bear the whole cost. The resident of the haunted castle would claim
crown imunity and, despite common knowledge to the contrary, AXA would claim
that S is a fictional character.
