It seems an interesting notion...the 8% idea ...it would mean that at least 
you could prove to the judge, boss, members, Joe P that your trees were more 
or 
less average....or not

You have to have an absolute idea of what determines an actionable risk and 
from there you could do a preliminary survey.  Mike Ellison who might be 
listening in if bored out of soul by yet another repeat Xmas TV offering and 
he 
would be your man in defining the high risk scenario using more statistics 
than 
you could shake a turkey leg at..

However you ask for gestimates:

Assuming frequent high value target and large lump of timber or tree in area 
previously untouched by Arb care i would stab at 1 in 15.  If I stabbed 
myself 
even further I would offer a make safe contract cost of £500 per tree.  I 
will now retire having large hole in foot.
