Just to confirm Edmund's comment, the Act received Royal Assent in November
so is now law. But it won't come into force until the Regulations has been
sorted out. ODPM are to consult on these - but I'm not aware they have
officially done so yet. If anyone knows different let us know. ODPM expect
it all to be sorted and the Act to come into force by end of this year.
