I've won an appeal on 20% crown thinning a mature previously un pruned oak.
I'll see if I can bag a pine, wish me luck.

I would say a 15% crown thin on Monterey pine is entirely appropriate as a
means of reducing the risk of further storm damage in most situations
provided it is done properly, i.e. it is done with a handsaw, the foliage is
selectively removed literally right to the tip of the branches, only small
live branches are removed (up to 25mm diameter) and this is done throughout
the crown. In practice, you can often achieve this level of thinning almost
entirely by removing dead, dying and weedy branches. If this work was
refused, then I would be very optimistic of getting it at appeal. I should
add that I am not the consultant that made the application!!
