Thanks very much for everyones help! I've attached a photo of the offending
article. It was a lime tree in an avenue of limes. As you can see from the
photo there isn't a huge crown, so light deprivation arguments are a little
difficult to justify. The stump 30-40cm high was 20-30cm in diameter and
there was no sign of chainsaw saw dust. Looking at the 'felling cut' (no
evidence of a hinge) I can only assume it was cut with a panel saw (or
possibly a bread knife)!! All surrounding cars, etc were there yesterday when
I saw them. I got the police involved before asking to many questions. The
reason we were able to catch him was due to the public phoning with health
and safety concerns!! (I think it was the dungerees and piece of straw in the
side of his mouth that gave it away).

Nice to hear that the occasional tree vandal is getting caught red-handed.
Quite a rarity I'm sure. As a matter of interest, what was the tree, how big
was it, what was (s)he using to cut it down, what time of day was it and how
on earth did (s)he expect to get away with it?

I've recently been lucky enough to catch a resident 'felling' a street tree
in front of his property, which forms part of an avenue. The local police
have been surprisingly happy to help!?! (criminal damage)
Does anyone have any experience of this sort of situation that might help
me turning this problem into a nightmare? I've carried out an amenity
valuation using the Helliwell system. Can anybody tell me the unit value
for cost, so I might end up with a financial result the highway engineer
can use?
Any other handy hints/help to do with this situation are greatfully
recieved.
