Maybe I sghould clarify my original query.  I was not som much interested in
TO salary that ratio within budget.  We seemed to agree that TPOs take up TO
time disproportionately on posh areas.  I was wondering if TO salary was a
big chunk of budget.  Or would it be a minor part with tree worker pay,
equipment, new trees, etc. making up a bigger part.  Would those other
outlays also track with TPOs on private trees?
