Next time at the appraisal check that your job description is correct.
Then have the position assessed using Hay (most local authorities use
this method for assessing all job grades) by someone in unison or
colleague or whoever, and if they think you are on the incorrect scale
for your duties and responsibility take it to your line manager for
support because usually there is only one time in the year you can
challenge your scale.
Worse case scenario is that you have the support of your union but not
of your line manager in front of a panel made of members asking why your
scale is incorrect and why you should be paid more.
Make a noise because otherwise you will never know. I believe the poor
standards of pay relate to old job adverts and descriptions being
re-used when TO's leave and they are never reassessed but duties added
from when the position was first started.
