No matter how separate various officers may like to claim they are,
budgets within the same LA are never really separate Bill. They all come
out of the same pot in the end, all get met by the same Council Tax
payers. It just depends at what level you want to look at it. A has no
authority to spend B's budget, sure, but if you want to know what
Sheffield spends on trees it is A + B, if you see what I mean.
Just to relate this to "what are they worth?" If you consider
that the
individuals knowledge is thus restricted then any "Salary
Grading" (did Richard
Garnett call it Hay grading? I'd find a summary of the system
interesting Richard) is bound to be suitably reduced.
Not really. LA grading is based more on responsibility than on
knowledge, with responsibility for managing staff and budgets being the
main part of that.
