I happen to agree with Paul. 

I suppose the crucial question ought to be "is it worth protecting trees?"  

Probably most people who subscribe to UKTC would, at the minimum, think that
trees are valuable and probably for a whole range of reasons. The next issue
is to what extent is that worth protecting. 

From my perspective I think that it is the aggregate of trees that
contribute to this value. Therefore TPOs do little to protect many trees -
unless you are in the posher end of town ;) and so this needs to be improved
upon. Protecting all trees is therefore a sensible solution. 

How you go about that is a sensitive matter but maybe something along the
lines of all tree felling needs a licence, all pruning up to 30%
permissible, usual exemptions apply, permissions needed etc.

Naturally there are resource issues but the significance of that depends on
the value you place on the item in the first place. The few studies I have
seen suggest a 'willingness' to pay additional taxes for effective tree
protection.
