Whilst working as a climber Sydney I came across a simular idea, at the time
as a cash in hand worker I didn't look in to it too much but the impression
I got from my boss was that it works at first but after a few years people
get 'wise' and any tree approaching the threshold is felled so as to save
any future hassle.
Also the amount of resources needed to police/ regulate this would be
massive.
