The key in your post was "vast trench." I am now seeing planners and LAs
specify this approach without understanding what it's original intent was -
namely a way to accommodate a small tree in a tight urban space. What seems
to be happening is that the designers now feel they no longer need to worry
about leaving any space for trees, just simply dig a trench and use
structural soil and all will be well. As a result I see specifications that
are not realistic and are doomed to failure from the drawing board onwards.
You still need to plan for the acceptable root volume / soil volume
requirements of the tree.

Would someone be good enough to remind me where I can find the info on
the 'new' tree planting medium which was a mix of large size aggregate
and soil?

I vaguely recall reading about its widespread use in Japan (?) and
finally have a chance to try it out here in Newport.

If I remember correctly, a vast trench is dug, filled with this mix,
the trees planted into it and then it can be paved as normal over the
top.  The roots have plenty of drainage, oxygen and room to spread and
everyone is happy.
