My initial thoughts were with it being Phytopthora but there is a distinct
lack of the rusty red and, or, the black gummy liquid (which are becoming
increasingly visible features on many other Horse Chestnuts in the area). I
have always associated the liquid with Phytopthora and its seeming absence
made me look elsewhere for the answer.
Does anyone know if the lack of either of the liquids is common?

This sounds very much like Phytophthora cactorum or P. citricola. You can
download a research note 'Phytophthora Bleeding Canker of Horse Chestnut' by
Joan Webber from Forest Research website.
