i thought i would mention from experience you are right in saying about two
personell in a bucket is a danger that i would recomend as a no no but
recently i hired a 40m machine from face lift where i hired the driver as
well. and on arrival the driver was very well experienced and knew abit
arboriculture to a degree. He filled out one of their h&s forms so perhaps it
is allowed. he was in the bucket all day(he was only driving the machine
though)perhaps it may be worth calling a large company like face lift,
skylift etc to hear their views.
