Well...............

maybe maybe not.  A threshold issue is what shape are they in.  If poor than 
replacements definitely better.  But if in good shape, decent varieties then 
a cost comparison is in order.  The simplest starting point is, if 8-10" 
trees are available what do they cost.  or say 6-8" and they will acclimate 
faster than 8-10".  Next are there decet contractors to move them?  Next 
where are they going?  It could be they don't need perfect balls.  Let's for 
sake of argument say they are going to a buffer at the edge of the site.  
They might just be skidded over ther preserving those surface roots under the 
tarmac... the center root balss going into holes the wider roots going into a 
shallow are backfilled with good soil.  On the other hand they might need to 
be moved temporarlily and then back and require good tight root balls or 
boxes to do it.  It really is a factual exercise.
