Just before Christmas, the Scottish Executive published their Planning
Bill which includes TPO provisions. Link to the Parliament website which

Best bet is to have a look at the Explanatory Notes.
Includes some of the things we've wanted to do in England since the
1994 review plus allows TPOs to be made for trees of cultural or
historical significance and requires statutory undertakers to notify
operations under their exemptions.
