As one of the many poor and penniless Resident Council Tax payers within
Torbay's area I will be very interested to see how this one pans out. Is the
Council trying to think up new ways of making up their defecit from the
misery caused by the new NCP Parking Control Officers?!
Surely it would make the TO much more accountable for his time and open to
much more scrutiny... wouldn't it??
I would suspect a great deal depends if your service is meeting its targets
or not in respect of applications. Turning any non-fee paying service in to
a paying one will surely be met with a lot of critisism, as would be
expected. If the fees actually came into the service for its benefit and
improvement, which I suspect wouldn't be the case in Torbay, then residents,
contractors and consultants alike may be a little more accepting of this
bitter pill!
