The Forestry Commission's leaflet 'Tree Felling - Getting Permission'
(link below) has a footnote that indicates it's a specific time (1 Jan
to 31 March etc).  The relevant legal source is section 9(3)(b) and (6)
of the Forestry Act 1967.
