Nice ideas Chris but we already send out our own "Choosing a Tree Work
Contractor" which to my mind is better than the AA's. Secondly,
recommending AAACs is no guarantee as I have already said and thirdly,
the grounds maintenance contract is completely out of my hands and
apparently beyond my influence! Does this mean I am beyond help?

Hello Gilbert, a few things you could do. With each tpo consent sent out
you could include the leaflet entitled 'Tree Work', you can get it from
the AA. It might at least guide the tree owner to the right contractor. 
In addition if you have AA approved contractors in your locality, why
not include them on an approved contractors list, to be sent with the
tpo consent.
Finally, I guess that you pay your contractors for grounds maintenance
services provided. If your not happy with the standard of work, could
you decide not to pay them. Slightly more long-term, draw up a grounds
maintenance contract specific to arboricultural operations.

We seem to be suffering a serious decline in pruning standards to TPO
trees - it doesn't help that our own contracted out grounds maintenance
are equally guilty. I'm sure you are aware that the same specification
can be interpreted well or appallingly by two different contractors.
Although, the consents we send out say that all work must be carried out
to BS3998, the chances of succeeding with punitive action if it is not
seem very slight to negligible. Has anybody any suggestions how we can
improve the situation? We do not offer any grants and we do not, and do
not intend to, operate an approved contractors list - again, it doesn't
help that some of the appalling work is being done by an AAAC.
